  • Request an Appointment with a Trained and Registered HICAP Counselor

    HICAP counselors located in your area can help with questions about Original Medicare, Medicare Advantage Plans, Medicare Prescription Drug Plans, Medicare Supplemental (Medigap) Policies and Long-Term Care Insurance. HICAP counselors receive extensive training and are registered with the California Department of Aging. All HICAP counseling appointments are free, private and confidential.

    Who Does HICAP Serve?

    • Current Medicare beneficiaries (of any age) or those who will soon be eligible for Medicare
    • Family members or other representatives of Medicare beneficiaries
    • People with Medicare due to disability

    HICAP counseling services are provided by Counselors registered by the California Department of Aging who are acting in good faith to provide information about health insurance policies and benefits to you, the client. This information shall not be construed to be legal advice, and the volunteer HICAP Counselor is generally not liable for acts and omissions in providing counseling to recipients of this service. (W&I Code, Section 9541(f).) If you choose a plan and have difficulty in completing the necessary forms or process for enrollment, the HICAP counselor will assist you. However, you will be responsible for the actual plan contract. The HICAP counselor will not choose your plan for you.

  • Schedule a HICAP Speaker

    Do you have an event or meeting where someone with Medicare knowledge is needed? Contact your local HICAP and invite a state-registered HICAP counselor to come speak with you about Medicare. Whether your event targets Medicare beneficiaries and their caregivers or community-based service providers and advocates, HICAP community educators are trained to provide information on Medicare and related health care financing topics. HICAP community education presentations are available at no cost.

  • Become a Registered HICAP Volunteer!

    As a HICAP volunteer you will have an opportunity to help Medicare beneficiaries make choices about how they receive prescription drugs and health care services. You will be trained on Medicare benefits and exclusions, managed health care plans and long-term care insurance. As a registered HICAP counselor, you will receive reference materials for use while counseling on the phone or in the field. Here are some of the duties that HICAP volunteers fulfill:

    • counsel people in need of help with Medicare and other related health care coverage issues
    • provide administrative support in the HICAP office
    • participate in outreach activities throughout their community
    • provide educational presentations to the public
    • distribute HICAP and Medicare brochures at health fairs and other community events
    • work on special projects

  • HICAP Performance and Outcomes

    The California Department of Aging (CDA) Program Statistics and Reports provide service performance data, demographic statistics, State operations budget allocations and local services expenditures, and local assistance expenditures for programs and services administered by CDA.

    The CDA Program Narratives provide information on the purpose of each program, program eligibility requirements, and program history.

State Health Insurance Assistance Program (SHIP)

California HICAP is part of a national network of State Health Insurance Assistance Programs (SHIP). SHIP is a Federal Administration for Community Living (ACL) grant program that helps states enhance and support a network of local programs, staff, and volunteers. HICAP is supported by the California Department of Aging with financial assistance through a grant from the Administration for Community Living.
