Draft California State Plan on Aging - 2017-2021

Thank you for your interest in the development of the California State Plan on Aging – 2017-2021 (State Plan).

As the State Unit on Aging, the California Department of Aging (CDA) must submit a State Plan to the federal Administration on Aging (AoA) every four years to receive federal Older American Act (OAA) funds. These federal funds are matched with State and local funds and allocated to the 33 Area Agencies on Aging (AAA) to provide OAA programs and services.

The Department has prepared this draft State Plan with a focus on promoting the independence and well-being of older adults, persons with disabilities, and their families. The State Plan outlines specific goals, objectives, and strategies that CDA believes it can achieve with existing resources.

While the Federal requirements for this State Plan only require CDA to address programs and services specified in and funded under the OAA, for many years the Department has also included goals and objectives for the Multipurpose Senior Services Program (MSSP) and the Community-Based Adult Services (CBAS) Program, even though they are funded through Medi-Cal. This State Plan continues to incorporate all of the programs the Department oversees.

CDA is soliciting public comment on this California State Plan on Aging – 2017-2021 between May 1, 2017 and May 31, 2017. All comments must be received by May 31, 2017 and can be provided:

  1. At one of the three scheduled in-person public hearings:
    1. May 10, 2017 (10:30 a.m. to 12:30 p.m.) at CDA, 1300 National Drive, Sacramento.
    2. May 18, 2017 (2:00 p.m. to 4:00 p.m.) at Barnabas Senior Center, 675 South Cardondelet Street, Los Angeles.
    3. May 22, 2017 (2:00 p.m. to 4:00 p.m.) at Sal Mosqueda Community Center, 4670 East Butler Avenue, Fresno.
  2. State Plan Comments Survey
  3. By mail. Must be postmarked by Wednesday, May 31, 2017, and should be mailed to:

After the comment period ends, the Department will review the feedback received and incorporate relevant suggestions in the final draft that must be submitted to AoA. The final version of the California State Plan on Aging – 2017-2021 that is approved by the AoA will be posted on CDA’s website.
