Announcing: Round Two Funding For The Bridge To Recovery For Adult Day Services: COVID-19 Mitigation And Resilience Grant Program Request for Application (RFA) and Application Opened On July 22, 2024 – September 5, 2024.

The CDA has approximately $35 Million in available funding for Round Two of the Bridge to Recovery (BTR) Grant Program. The Request for Application (RFA) and Application process opened on July 22, 2024, for eligible providers of licensed Adult Day Health Care centers, licensed Adult Day Programs, and Program of All-Inclusive Care for the Elderly sites.

Eligible centers can request funding to invest in infection prevention and mitigation measures, workforce shortages, or other eligible programmatic and facility improvements. There is no monetary cap on funding requests. Applicants may request an award amount that meets their needs based on the goals of grant funds.

The application submission process opened on July 22, 2024, and will close on September 5, 2024, 11:59 PM PT. A separate application must be submitted for each individual site you are requesting funds for. All applications must be completed and submitted by September 5, 2024, 11:59 PM PT.

Introduction

The CDA has approximately $35 million available for statewide funding for Round Two of the Bridge to Recovery Grant Program Request for Application (RFA). Eligible licensed ADHC centers, licensed ADPs, and PACE sites that provide in-center services may request funding (per site) to address infection prevention and mitigation measures, workforce shortages, and broader needs related to infection control including, but not limited to, access to care, staffing, wage differentials, retention, training, equipment, vehicle modifications and or preservation, and one eligible vehicle purchase per site location.

The COVID-19 Public Health Emergency (PHE) heightened awareness of the essential need for person-centered health and social services programs that aid with preventing or delaying institutionalization of at-risk older adults and people with disabilities and allow for individuals to obtain needed health and social services support while they remain safely in their own homes through Adult Day Services programs.

The goal of the grant program is to improve the health, safety, and well-being of at-risk older adults and people with disabilities and reduce isolation by supporting safe access to in-center congregate services.

Eligible Activities

The Bridge to Recovery grant is designed to help providers of in-center congregate services deliver a safe, healthy, and person-centered environment for older adults and people with disabilities. Providers can spend funds on facilities and staffing improvements to support that goal. Below are some of the approved funding goals of this grant. For further details refer to the Official RFA posted above and the Permissible/Impermissible Resource Document.

Applicants may not use grant funding to supplant existing funds received via Medicaid, insurance, other grants, or other funding sources. Grant funds may be used to supplement existing services.

Facilities

Applicants can use grant funds to invest in needed infection prevention measures in their facilities. This includes, but is not limited to:

  • Building ventilation: adding or improving ventilation systems to meet recommended Centers for Disease Control and Prevention (CDC) standards
  • Air flow and filtration: repairing or installing air filters to meet recommended Centers for Disease Control and Prevention (CDC) standards
  • Modifying usable space by repurposing outdoor areas to expand safe, useable program space for social distancing or modifying indoor space to promote health and safety for social distancing while encouraging participant engagement
  • Sanitation and infection control: increasing sanitation and infection control measures
  • Vehicle modifications and/or preservation: modifying existing vehicles used in the transportation of participants and/or installing surveillance equipment
  • Purchase of a vehicle solely to transport participants to/from their residence and to/from the center for in-center services.

Staffing

Applicants can use grant funds to stabilize their workforce and comply with mandated staffing ratios. That includes, but is not limited to:

  • Staff recruitment and retention: costs associated with posting jobs and sign-on or retention bonuses
  • Temporary workers: salary for temporary workers when there is a vacancy or absence in key required eligible position, such as nurses, social workers, therapists, or transportation drivers, to comply with regulations and staffing ratios
  • Wage differentials: providing raises for eligible direct support staff to ensure equity among similar roles and skillsets. (Final wages from salary increases should comport with or be comparable to local labor laws, standards, and prevailing wages.)
  • Bonus: A one-time retention or recruitment bonus for an eligible staff position ($1,000 maximum)
  • Staff training: providing training in infection prevention and control, health, and safety as it pertains to participants

    • Licensed by the CA Department of Public Health
  • Adult Day Programs (ADPs)
    • Licensed by the CA Department of Social Services
  • Program of All Inclusive Care for the Elderly (PACE) sites
    • Eligible at the nursing home level of care by the Department of Health Care Services

All interested applicants must:

  • Complete and submit an application for each site requesting funds by the deadline of September 5, 2024, 11:59 pm PST.
  • Be licensed and in good standing in California
