Signed into law July 2008, amended by the Patient Protection and Affordable Care Act of 2010 and reauthorized by the Consolidated Appropriations Act of 2024, the Medicare Improvement for Patients & Providers Act (MIPPA) provides funding for outreach and assistance to Medicare beneficiaries with limited incomes and assets. MIPPA projects help educate Medicare beneficiaries about the Low-Income Subsidy (LIS) program for Medicare Part D, Medicare Savings Programs (MSP), and Medicare Preventive Services while also providing one-on-one assistance to eligible Medicare beneficiaries to help them apply for benefit programs that help lower the costs of their Medicare premiums and deductibles.
Federal MIPPA funding is allocated to Area Agencies on Aging (AAAs), Health Insurance Counseling and Advocacy Programs (HICAPs), and Aging and Disability Resource Connections (ADRCs) to provide this outreach and education to assist Medicare beneficiaries who are not currently receiving these benefits in applying for them.
