California’s aging services network has supported communities for decades, but the needs of older adults, people with disabilities, caregivers, and families continue to change. CA 2030 helped CDA and partners take a closer look at what is working, where gaps remain, and what the network needs for the future.
SB 1249 builds on that work by focusing on three connected areas: core services, the Intrastate Funding Formula, and performance. These areas work together to clarify what services people can count on, align applicable funding with today’s needs, and better understand how services are reaching people across California.

Our Core Areas of Focus
SB 1249 focuses on connected areas: services people can count on, funding that reflects today’s needs, clear expectations for a stronger network. Together, these efforts support statewide access, transparency, accountability, and local flexibility while preparing California’s aging network future.
