The Intrastate Funding Formula, or IFF, is the method used to distribute certain aging program funds across California’s Planning and Service Areas. These funds support the Area Agency on Aging network, which helps connect older adults, people with disabilities, and caregivers to programs and services in communities throughout the state.
California is updating the IFF as part of SB 1249 implementation and the broader CA 2030 effort to build a future-ready aging services network. The proposed update is intended to simplify the formula, improve transparency, and better align applicable funding with today’s statewide conditions, including older adult population, income, race and ethnicity, disability, and geographic isolation.
